Error not copying content completely

Hello,
I’m trying to move my website to another host. I used Duplicator to back-up files. At the end of the installation process I get this error:

Queries that error during the deploy step are logged to the install-log.txt file and marked '**ERROR**'.

Common Fixes:
Query size limits: Update your MySQL server with the max_allowed_packet setting to handle larger payloads.
Unknown collation: The MySQL Version is too old see: What is Compatibility mode & 'Unknown collation' errors?

I tried the first Fix (updating the max_allowed_packet), and re-installed it again, but I got the same error. I contacted my new host to know what version of Mysql they’re running, and its older than the version in my old host.
I continued the installation process any way, and my website content was not copied completely.
My question is : does the database incompatibility issue affect the success of the database transfer? in this case,should I change the host? because the database upgrading process will take more than tow weeks.
