403 Forbidden Access to wp-admin

When trying to access my wp-admin dashboard earlier I initially had a “Redirects too many times” error. After trying a few fixes for that, I am now getting a “403 – Forbidden Error” when trying to login to wp-admin. I note that my hosting provider auto updated to version 4.7.5 and I haven’t logged in since the update was completed, but couldn’t see anything in the support thread for the new version about this.

I have tried the following from various sites in an attempt to fix this issue:

-cleared cache and cookies in Chrome
-tested access in Firefox
-flushed domain cache (via SuperCacher in cPanel)
-disabled all plugins (changed directory via FTP to “plugins-STOP”)
-checked directory and file permissions (set to 0755 and 0644 respectively)
-removed .htaccess file from server (also checked contents and looked to be standard based on the example I saw)
-whitelisted my IP address on Cloudflare through cPanel

None of this has worked so far, so am reaching out for assistance if someone has further suggestions I can try to solve this issue. If I’m missing information, or have overlooked something obvious my apologies, I’m still quite new to WordPress.
